Also people are selling whitehat template apps in thousands (through https://codecanyon.net/, for example) and I'm yet to hear Google has removed any of their copies for duplicated content functionality. However I've heard how an app got removed (last autumn) along with its copies after the owner published it as an open-source on GitHub and people started to re-post in in PlayStore.
