VidCoder (Here) is my go to app, it uses handbreak as its encoder but has much better handling of real discs. Source: about 1 year ago
A user recently reported that VidCoder would hang in the middle of a long encode. After dusting off WinDbg and some !clrstack and !eestack I found a thread in garbage collection for FlowDocument. We use this in only one place, the log window. - Source: dev.to / about 1 year ago

If you need a specific size, which is why I guess one of the few reasons you’d want a constant bitrate, use vidcoder, which is just a reskinned handbrake with a target size option. For compression, I’d encode with H.265 or AV1 depending on what hardware you need it for, assuming you do need it light. I would still pass through audio, unless you’re really in a pinch. I actually create professional resumes for allied health professionals using Adobe Pro.
