TL;DR: The method involves utilizing public wifi (NOT from work or from home) and either the Tor Browser (beginner) OR the Tails OS (advanced, slightly more anonymous) AND one of the free .onion email providers seen here (or similar sites) to send truly anonymous email to anyone you want...including CEOs, state health departments, news agencies, credentialing/accreditation bodies...the list goes on.
