In my past experience, I've made many.. A LOT of friends through internet chatting sites such as tinychat.com. I even met 2 of my ex-gf's through sites like that, did long distance dating and even traveled to another country for my 2-3 year relationship. A lot of communities use [Discourse ](https://discourse.org). [LPSF](https://forum lpsf.org) migrated to it when Yahoo Groups was discontinued.
