Time Nomad is a good iOS app (not available on android it seems) that should allow you to look at charts of the moment but also at other times. There are some affordable paid add ons, but the base functionality should allow you to look at mundane transits in a wheel without cost. Sure, why not use Blazor? It makes life easier for the developers who are primarily backend, to work on the frontend as well. Seems like the better choice. So what's next? The UI library.
