    Well, perhaps you gonna need some sign-up & authentication stuff so each user has its own collection(s) hence you gonna need some database etc. Another question, you need to upload photos or add some external link? In case of upload you need resizing pics to save you DB space and money. In general, what you describe doesn't sound like very complex but anyway needs some design.
