You need to find one that embeds your URL into your QR Code, then they have no capability to modify or change it on the back-end. I use this somewhat less sketchy German website: the-qrcode-generator.com for my wife's marketing material because it uses my URL in my QR Code without being a middle man resolver. For example I can access eclipse.org in chrome without issue. I'm seeing my PA cert when I check it's trusted. However when I run the eclipse installer it fails which I suspect is because of the decryption.
