Studying existing component systems is a great starting point. You have to imitate and respect the systems that already exist before you can innovate on new things from scratch. I'd recommend starting by reading, building with, and imitating the most well-known frameworks for some personal projects. There's https://tailwindui.com/?ref=top, from the Tailwind CSS people. They come with a "HTML" mode, which I think means no JS. But if you need interactivity, on the web it has to be JS, because that's the only thing that can manipulate the DOM. We chose Quarto. You write .qmd files, run quarto render, and get static HTML. We deploy that output to Cloudflare Pages. Pages load fast. URLs stay clean. Everything lives in Git. I'm in no way saying that markdown is perfect but it is much better than anything else I've used. It's got me through both a bachelors and masters. The author of this article appears to be unaware of pandoc, and even better quarto.
