Studying existing component systems is a great starting point. You have to imitate and respect the systems that already exist before you can innovate on new things from scratch. I'd recommend starting by reading, building with, and imitating the most well-known frameworks for some personal projects. There's https://tailwindui.com/?ref=top, from the Tailwind CSS people. They come with a "HTML" mode, which I think means no JS. But if you need interactivity, on the web it has to be JS, because that's the only thing that can manipulate the DOM. Yeah, but the freelanchers I got suggested by codeable.io had a fee of over 1000 dollar. I'm just a student and it's for a small recreative project I'm working on as an interest and a challenge. So I'm trying to do it with just the help of the internet. Source: over 4 years ago
That said, one resource I've found to be very helpful is codeable. They vet the developers for you. It's worked great for the type of business I run, where I need people for certain parts of projects, but I'm not a big enough company to actually hire full-time roles.
