Option for a new tab page or homepage, I like having an idle page with a cool rotating wallpaper or something like https://tabliss.io/ or other chrome extensions. When minimising/clicking minus button on a pinned tab, it already just goes on an empty page, why not add a little something on it, anything but just empty. Source: over 3 years ago

I self-host Tiny Tiny RSS (https://tt-rss.org/). I think it will do everything you want (and more). The web UI is fine, and the Android app is great. It's actively developed, has been around for over a decade (I have been using it since Google Reader shut down) and has been super stable.
