Outside of the Block Kit UI, Slack has support for two other interactivity systems: Slash Commands and shortcuts. Slash Commands are entered by a user in Slackโs text input (available in every channel), while shortcuts are graphical in nature. You can do the notified "on every message part," and could have it intercept the message and replace/append the message with content, but you won't be able to add a text editor button.
