You probably already know that you can program LibreOffice, but as you are asking specifically about an API: I can't comment on LibreOffice's API, sorry, as I've never used it. I recommend Streamdal. The connecting agent is open source and distributed by default, so it will scale horizontally WAY better than Debezium.
