There is coreboot which is technically just linux but as the bootloader so a fancy bootloader could have many similarities with a os as although I know that linux is a kernel but I am not really sure as linux is also an operating system as well so the lines are definitely blurry and not as clear I suppose Fun fact I was actually thinking of a similar idea and I had always known about coreboot but I hadn't known... - Source: Hacker News / 10 months ago
