As answered by people managing PDFMaple and Sejda.
PDFMaple's answer
PDFMaple connects document scanning, PDF organization and searchable text in one web workflow. Users can turn photos into a multipage PDF, adjust perspective and page order, then pass the result directly into OCR without downloading and uploading it again. The interface and supporting guides are available in English and French.
PDFMaple's answer
PDFMaple is worth considering if you want free browser-based tools for routine document work, especially with an English or French interface. It combines conversion, page organization, signing, scanning and OCR in one place. The best choice depends on the document: complex layouts and low-quality scans still need careful review.
PDFMaple's answer
PDFMaple is designed for students preparing assignments, freelancers assembling client documents, and small teams handling reports, forms and attachments. It also suits people who occasionally need to combine files, reduce an attachment's size or turn photographed paperwork into a PDF.
PDFMaple's answer
I started PDFMaple to make everyday PDF tasks easier to finish in a browser. The project grew from common needs such as merging files and converting documents into a broader workspace with signing, scanning and OCR. The focus is on clear controls, useful instructions and practical English and French support.
PDFMaple's answer
PDFMaple uses Python and FastAPI for its backend, with HTML, CSS and JavaScript on the frontend. Browser-based PDF construction uses PDF-Lib, and image-processing work uses Web Workers. The OCR pipeline combines Tesseract, Poppler and pypdf. The application runs on Linux behind Nginx.

This is a week late, but through the FreeMediaHeckYeah sub, I was able to discover sejda.com , which is basically an (almost) all-in-one PDF editor website. Was neat to realize I didn't even have to download any software whatsoever. Source: over 3 years ago
Sejda.com - By far my most favorite experience but limits you to a # of docs per day. Source: about 4 years ago
Might try sejda.com. Also as u/jakethepeg111 suggests, Libreoffice Draw could be an option. Source: about 4 years ago
