  pCloud can do at least 3 of those 4, and as an additional plus you can create your own custom "Branded Links" (some examples on this page) – where you can have a custom cover, title image and even message for links that you share with people. It's a halfway house between a managed platform and your own VPS. Means you don't have to worry about security, vhosts, ssl certificates, restricting access etc...   For PHP https://platform.sh has got a lot of traction, but it's notc cheap especially for small apps.
