I'm decoding YouTube videos on my laptop's graphic with first gen i5 (i5-530). It is barely able to do 1080p (98-100% GPU usage), but it works nonetheless. I prefer to use mpv for watching youtube there, as it is way easier to get HW working there. But I do have HW enabled in browser to. linuxuprising.com has a fantastic guide for that.
