On windows I have installed a program called NetBalancer. The paid version allows you to limit bandwidth usage of any application. With the free version all you can do is monitor, but I found it very useful. I could at least know why sometimes my internet was slow, most of the time was because windows was updating, or another application. Source: about 5 years ago
I am going to be playing around with a couple different tools such as Net Balancer that I found and see which one is the easiest to use.
