I use a VPN called Mudfish. Its pay per use (so like, 5 USD is like, 50+ gb of traffic usage.) I used to use this for LA before they banned VPNs. Source: about 4 years ago
I'm also from PH and I use Mudfish VPN to play. My isp is PLDT and I normally get around 200ms to the KR servers. With Mudfish, my ping to the KR server is around 70-80ms. Source: about 4 years ago
