    You are correct, Valhalla is used for routing. Maps are rendered on the ELEMNT, BOLT and ROAM with mapsforge, BOLT2 with vtm. To look at map files there is cruiser cruiser (mapsforge) and cruiser-gl (vtm). Create updated maps with wahooMapsCreator. There is also some documentation how to add POI's or make a custom theme.     After some googling I found https://dive.site/ that olmost had the idea but its just a map were dropt pins with I had a dive around here but no info like was it a boat dive or shore , did you have to pay or free , were is the parking etc. Source: almost 4 years ago
