I've inherited about 40+ of wordpress sites and I need to produce a report on any plugins that are no longer maintained. I know that MainWP can do this but I would like to be able to run a search through the command line so that I can export into a spreadsheet. If you're hell-bent on headless, I can personally recommend 11ty (https://www.11ty.dev/) and hugo (https://gohugo.io/). That said, for non-technical admins, you probably want a user interface.
