If you're using tile-based maps, grab a tile level editor like Tiled or LDtk. These don't let you create graphics. You create your graphics in Photoshop / Krita / GIMP / etc. Source: about 3 years ago

Not directly what you want, but Iโm the developer of DungeonFog, a TTRPG map editor. We have a ton of Fantasy maps in our public gallery, created by our users. You can easily copy them into your account, optionally adjust them and then export them as an image. Most donโt have any markings, but if they do you can simply remove them before exporting.
