Getting a user's location from their IP should be possible with something like this https://ipgeolocation.io/ (free for up to 1000 requests per day which my puny website will never get). Latitude + longitude data from this service could be used to place the location dot accurately on the globe, although I'd have to look more into the math aspect of that before. In case you don't want to use a local database file or need something more precise than a city's long/lat, I used the openroutservice api for geo coding in one of my recent projects.
