So I went to trusty html2canvas It works really well with some caveats; which I hit. It does not render SVG backgrounds well, or complicated CSS3 gradients. Finally installed DesktopOK by SoftwareOK.com. It's a bit of a Swiss Army Knife application. It has a "Tools" setting to enable an Alt+MouseDrag to move and/or resize any window by using a precedence key + mouse movement.
