I looked at Github gists, but they are focused in displaying the markdown sourcecode (so e.g. Hyperlinks won't be clickable [1] ). Options just don't seem to be focused on simply hosting PDFs/information with clickable references. Source: almost 5 years ago
Next, any legit iso/rom site will work. Personally, I use CoolROM, but if you find another site, go for it. You'll also need the PS1 BIOS. You can pretty easily find it with a simple google search. (Pretty sure CoolROM also has it on there). Source: about 3 years ago

Don't talk about where to get specific software unless your mods are willing to curate a list of ESA-compliant websites (those that only list abandoned/public domain games, and will promptly remove a game from their list when asked by the publisher or rights holder).
