If you're hell-bent on headless, I can personally recommend 11ty (https://www.11ty.dev/) and hugo (https://gohugo.io/). That said, for non-technical admins, you probably want a user interface. The reason which made me curious in the first place was that I could not compile a document successfully which, however, was possible on my Windows machine where I have installed texlive using the online installer of tug.org. For a conversion to an e-book, it is possible to take a trip through (La)TeX and TeX4ht, or use Pandoc, which is pretty good at converting from Markdown to HTML (better than between, say, HTML and LaTeX).
