If you're hell-bent on headless, I can personally recommend 11ty (https://www.11ty.dev/) and hugo (https://gohugo.io/). That said, for non-technical admins, you probably want a user interface. I make my own but take inspiration from https://slidesgo.com/ and the beamer latex template. I try not to clutter so it's mostly white background with a distinguishable headline and some info an pictures. I also just try to add a footnote with the page number and topic of the presentation.
