If you're hell-bent on headless, I can personally recommend 11ty (https://www.11ty.dev/) and hugo (https://gohugo.io/). That said, for non-technical admins, you probably want a user interface. Before they were acquired by Kofax , we signed up with printix.net. Pricing is per user/per month and very cheap. We tested them 9 ways to Sunday , we had issues , but primarily because we did not RTFM.
