If you're hell-bent on headless, I can personally recommend 11ty (https://www.11ty.dev/) and hugo (https://gohugo.io/). That said, for non-technical admins, you probably want a user interface. If you want something more specific for client proofing, Picflow is AWESOME for this. It allows clients to draw and comment on photos to more specifically show you want they want fixed.
