OraI have replaced Jira with Ora from 5 months now and I am very happy with it. It has a great ui combined with a lot of usefull features. I love the automations.
Ora is simple to use yet with so many advanced features which are almost all for free! Beautiful design, intuitive!

If you're hell-bent on headless, I can personally recommend 11ty (https://www.11ty.dev/) and hugo (https://gohugo.io/). That said, for non-technical admins, you probably want a user interface. Notion only works good on web, and is very clunky on Android. I cannot use Anytype as it is desktop-app-focused. Though it does have Android, sometimes I need to take notes for the online courses I do and I'd rather do that on the laptop. I wanted to try out Obsidian but that isn't going to work either as it is desktop-app-focused. I heard Coda doesn't work well on Android. I am left with Saga and Slab but both... I came across it when I was looking for something to keep track of my own personal projects and it has more features out of the box than Trello.
