If you're hell-bent on headless, I can personally recommend 11ty (https://www.11ty.dev/) and hugo (https://gohugo.io/). That said, for non-technical admins, you probably want a user interface. Is it only my connection or does everyone face this issue? Like they ban the most harmless and dumb links one can think of. For instance, if you copy a video link from YT the link is like this "https://youtu.be/....." and it doesn't work! While the youtube.com domain works perfectly fine.
