If you're hell-bent on headless, I can personally recommend 11ty (https://www.11ty.dev/) and hugo (https://gohugo.io/). That said, for non-technical admins, you probably want a user interface. I use LetsView. Itโs a free phone app and PC app that lets you stream your phone screen. I also bought an adapter that lets me plug an ethernet cable into my phone for better stream quality, but LetsView has been all Iโve needed. Source: about 4 years ago
