If you're hell-bent on headless, I can personally recommend 11ty (https://www.11ty.dev/) and hugo (https://gohugo.io/). That said, for non-technical admins, you probably want a user interface. I know you said you want a free platform, but if you are able to pay, two sources I would check are Planet, which sounds like it might be ideal for you except that it doesn't go very far back in time, and Apollo, which is a multi-source reseller with a good browse tool.
