If you're hell-bent on headless, I can personally recommend 11ty (https://www.11ty.dev/) and hugo (https://gohugo.io/). That said, for non-technical admins, you probably want a user interface. Tip for buying fonts legally: get familiar with the big font marketplaces like MyFonts.com, Fonts.com, Fontspring.com, and CreativeMarket.com. When you search Google for a font, i.e. "beynkales font", most of the results will be pirate sites, so just scroll down until you find a link to one of the font marketplaces you know.
