Don't do bootcamp. Start with something like https://freecodecamp.org and take a few lessons. Try to build something from that and see how motivated you are. If you see some progress and this thing still excites you, then may be find an engineer (a friend/co worker etc) who can guide you a bit as you continue to build something. In that post I saw someone mention PINGTAG. So I made this. You can stick it on the charger door, and can be contacted anonymously or not, to talk about unplugging,. a great idea. Proactively addressing the issue. And avoiding wondering is someone is hogging a charger. If the Teslas or any other EV are full, but no one around, it should be ok to unplug the them?
