The name Deluge is already in use. https://deluge-torrent.org/ I don't think the people behind Deluge BitTorrent Client will sue or even particularly mind that someone else uses the name. Grab this file. Install Transmission on Mac or Deluge on Win. Optional: run a VPN if you're in the US(mostly) and worried about your ISP sending you a cease-and-desist notice. Open the file using the app you installed. Wait. It should start within a minute or two and download progress will be seen. Speed depends on how many people are sharing it. Any issues, let me know. After starting the project called socketify.py at https://github.com/cirospaciari/socketify.py, I got pretty good results and reviews, but many people asked if socketify.py could be used to create a WSGI and ASGI server. WSGI and ASGI have a lot of overhead, that's is why I choose not to use them in the first place, but adding an ASGI and WSGI server allows a lot of code already written to run faster!
