Simulator is Delib's platform for making difficult budget and prioritisation decisions transparent to the public. It lets citizens explore trade-offs directly, using either points or money to allocate resources across competing priorities, all through a simple, gamified interface. Alongside quantitative prioritisation, Simulator gathers qualitative context through clarifying and follow-up questions, giving public bodies a fuller picture of why people prioritise the way they do. Governments use it to build genuine public understanding of complex budget choices, rather than presenting decisions as a fait accompli. The result is usable, actionable data on citizen priorities, helping public bodies make and justify budget decisions with real public input behind them.
