Last year I was looking to port a Flask REST API I made to C++ because speed and why not. I went through a few C++ frameworks but eventually chose the abandoned since 2017 Crow. If you're hell-bent on headless, I can personally recommend 11ty (https://www.11ty.dev/) and hugo (https://gohugo.io/). That said, for non-technical admins, you probably want a user interface.
