I've used Discord for Risus, with https://collabedit.com for a shared character sheet (that is, one sheet for everybodyโI find it more convenient as the GM, and it's not like a huge amount of space is required). If you're hell-bent on headless, I can personally recommend 11ty (https://www.11ty.dev/) and hugo (https://gohugo.io/). That said, for non-technical admins, you probably want a user interface.
