This is, yet another, failure of government to understand f all of how things work. There are people in cms.gov and elsewhere, (including FDA), that know the system. Whomever helped craft this policy must have bypassed them or ignored them. The way to do this would have been the same as with vax or other things... The Jad Joubran courses on the other hand really upped my skill level and helped me make the jump from passive learning, exercises and very small projects to making legitimate web apps.
