Why are you using chrome though? Chrome, google app and facebook are literally the biggest trackers you need to block. Try firefox or it's forks (fennec/mull) or bromite. Bromite is based on chromium so it will be an easy switch. I personally use fennec f-droid (a fork of firefox) which is available on f-droid. Source: over 4 years ago
Cookie AutoDelete can be replaced with an always-on incognito mode similar to what Bromite has. Though I can understand keeping this one in as it gives finer control over cookies than incognito mode. Source: over 4 years ago

I'm a new coder too. What helps me is finding a good place to learn the most basic principles and having 2-5 things I want to do. I started with codedex.io , learning Python and HTML and then took their courses and moved on looking for projects with tutorials. Little steps one by one.
