This sounds similar to what Revolut and other fintech companies ask to do for identity verification (selfie and photo of id). There is also Stripe Identity [0], which costs $1.50 per validation. Yeah, but wouldn't adding identity/age verification solve the issue? If I recall correctly, they use Stripe for payments (at least in the web version), and Stripe provides strong identity verification (https://stripe.com/identity).
