Adobe Media Encoder CC
Shutter Encoder is one of the best video converter software, it handles images and audio too!
It has been designed by video editors in order to be as accessible and efficient as possible.
Shutter Encoder makes use of FFmpeg to handle its encoding, allowing support for almost every codec youโve ever heard of, and many more you havenโt.
Donโt just take our word for it though, Avid themselves recommend Shutter Encoder as part of your Media Composer and ProTools ingesting workflow!

Well, there is Serif's suite: https://affinity.serif.com/en-us/designer/ (There's also a Photo and page layout app) or the open-source stuff: - https://krita.org/en/ - https://inkscape.org/ - https://www.scribus.net/. - Source: Hacker News / about 2 years ago

Affinity Designer (https://affinity.serif.com/en-us/designer/) is a good choice for doing layouts, although Scribus (https://www.scribus.net/) may be all that you need depending on the complexity of your layouts. Source: about 3 years ago
Done in Serif Affinity Designer as a learning execise I guess. Source: about 3 years ago
You'll need inkscape. It's free at inkscape.org. Affinity Designer can do the same job. It's $70 at https://affinity.serif.com/en-us/designer/. Source: over 3 years ago
If you're just trying to convert a video file to an image sequence you can do that in Shutter Encoder. Source: over 3 years ago
You can this with Shutter Encoder using 'Cut without re-encoding' function. Source: about 4 years ago
You may have better chance using Shutter Encoder. Source: over 4 years ago
I'd recommend against Handbrake. Handbrake is awesome if you need to make H.264 or H.265, but that compounds generation loss going from very lossy to very lossy. I'd strongly recommend using Shutter Encoder to make ProRes or DNxHR instead. It's based on ffmpeg, which is a big part of the underlying functionality of Handbrake too. They're both just more user-friendly interfaces for the same tool. Source: over 4 years ago
You can use Shutter Encoder with 'Conform' function and set the desired output FPS. Source: over 4 years ago
