I'd go with number 2 unless you want to buy everyone a hardware token (option number 3). There are open source solutions (I've used https://2fas.com/ ) and very common solutions (Google Authenticator). Scripted - quite technical (articles on SaaS, GDPR, etc) but better paid. Last I heard they were charging a fee to apply, so consider carefully. The fee wasn't in place when I applied about ten years ago. Source: over 4 years ago
