I'd go with number 2 unless you want to buy everyone a hardware token (option number 3). There are open source solutions (I've used https://2fas.com/ ) and very common solutions (Google Authenticator). While that's true. They could have gone another way without breaking the dependency rules. Padding top and bottom could be relative to parent height and padding left and right could be relative to parent width. They would not be the same. But it would still make sense.
