    For when the internet is shut off consider using https://briarproject.org to still be able to send messages to friends/family. It is for android phones only but there is another open source and encrypted messenger that works without internet called https://berty.tech that works on iPhones and Android phones, although it is still in beta so its security hasnt been fully tested.     Dang, thanks for the reply. I was hoping to use Berty (https://berty.tech/) to communicate with family members without buying an Internet package but it requires mDNS to work over WiFi. It can also work over Bluetooth but of course that range is extremely limited. Source: over 1 year ago

    First, I'd recommend Berty (https://berty.tech/) as opposed to Bridgefy due to security concerns and the fact that it is open-source. Berty can function over bluetooth just like Bridgefy, so it'll still work when the cell service goes down (albeit only at a short range). Source: almost 2 years ago
