Yea, it's annoying. The reason is that the iPhone doesn't have an IR emitter and that's the way a lot of devices are controlled with the remote. I wish they'd allow devices with CEC to be controlled with the remote app, it's certainly possible. My very rough-around-the-edges desktop Apple TV remote project sends volume up / down commands, but it only changes the volume when a Bluetooth device or HomePod is connected.
