Actually, they wouldn't need to pay artists at all to make new PFPs. All the PFPs thus far were generated on Artbreeder. Also, before the premium-exclusive "Survival Mode" was removed, there were a couple of unique PFPs to get from it, one being (presumably) an orc. Still, I agree. I know this isn't a handy answer, but I've been stuck with the same issue for a bout a year. My solution was to compromise. I use artbreeder.com to make beautiful alien landscapes (here's an example) and character portraits for my players to use as a visual reference whilst I describe what's happening.
