Yeah, most good hosting companies have the functionality to buy your domain through them, but you can buy the domain anywhere. E.g. Google's own domain service charges you the actual price of the domain without any sort of markup on top (at least to the best of my knowledge - https://domains.google).

CloudFlare

Don't pay for SSL. There's no need. Just use Cloudflare, which also provides additional security and other features for your site/domain https://cloudflare.com. Requires some setup, but there's plenty of tutorials online for setting up Cloudflare & their free SSL (e.g. https://pushalert.co/blog/free-ssl-easy-setup-guide/).
