    Decide if your boss will pay for a template. Something like https://wrapbootstrap.com/. A lot of these take bootstrap, and go a step further to customize things in a consistent way. They also provide several examples and boilerplate. I don't want to waste time writing a 404 page, but I can just use this one (just picked the first example I found on wrapbootstrap) https://seantheme.com/color-admin/admin/html/extra_404_error.html. So now, I can go much further without the help of a designer on my app.
