Statping

You could give a try to statping (https://github.com/statping/statping). From what I know it works fine with localhost, has a nice GUI and many outputs (slack, mail, sms, we hooks...).

Healthchecks.io

Use «external» Healthchecks (own hosted or healthchecks.io ). Use one of your lan devices (could be even RaspberyPI, Mikrotik router or OpenWRT - should have internet and be 24/7 running) to ping and send messages to Healthchecks. It needs to have cron and curl or wget. This is how I use this service to monitor my home.
